This ranges within the various stages of Special Educational Needs (SEN).  The Local Authority is responsible, however, this can also be the responsibility of the school. The Code of Practice defines this in the first chapter (Please see attached Adobe pdf - Page 13 points 1:29 and 1:30).  Local Authorities work in partnership with schools and parents and it is the Local Authority's duty to make effective arrangements for SEN.

SENCo/Inclusion Manager is usually a role within schools .  Hertfordshire County Council does not have a SEN or SENCO/Inclusion Manager.

The Local Authority manages the Statutory responsibilities including Statutory Assessment, issue of a Statement or Note in Lieu and the Annual Review of Statements.  We use a database to assist us with this.
